Year one of mandatory climate reporting so far has produced a consistent pattern: entities are describing climate risk in detail and pricing almost none of it. Of the 1,832 risks identified across the cohort, 29 carry a dollar figure. Where a risk is flagged material and then left unquantified, the report tells investors that the risk matters, but not what it is worth.

 

Year two brings expanded assurance, and ‘undue cost or effort’ becomes harder to sustain once a reasonable assurance opinion is in scope. ASIC’s surveillance program is already live, and for financial years beginning after 31 December 2027 the protection limiting action on Scope 3, scenario analysis and transition plans falls away.

 

This report brings both halves of that problem together. Purpose Bureau contributes data-led insight drawn from every lodged report so far (290+), coded against a 400-field taxonomy and traceable to the verbatim disclosure behind each figure. Ashurst Perkins Coie sets out the legal exposure that follows from thin quantification, and practical steps to manage it.
